This course is in compliance with the training programme of the ‘Danish Shipping Legislation, Ship Administration and Working Environment for foreign masters’ course approved by the Danish Maritime Authority (DMA) in compliance with the requirement for the issuance of Danish Recognition Certificate valid for service as Foreign Master on board Danish flagged vessels.

The goal of the course is for the masters to gain knowledge and understanding about relevant Danish Shipping Legislation, Ship Administration and Working Environment, ,necessary in the performance of their duties.

In accordance to Annex I of the training programme of the ‘Danish Shipping Legislation, Ship Administration and Working Environment for foreign masters’ the course contains the following:

Working environment, safety work and industrial injury insurance
After having completed the training, the trainee must have obtained such skills that he/she in practice and in cooperation with other employees may promote a safe and healthy working environment through insight in regulations, influences of the working environment etc., including:

1. Be familiar with the mandatory industrial injury insurance as well as be able to carry out a report of industrial injuries and reporting in connection with personal and pollution incidents
2. Be familiar with the Danish Maritime Authority’s Order on instruction of seafarers when signing on a ship
3. Be familiar with the Notice A from the Danish Maritime Authority, Chapter XI on Safety Work
     3.1 Plan and organize the preparation and application of risk assessments and workplace user instructions
     3.2 Analyze the psychological working environment and chemical working environment
4. Be familiar with Technical Regulation on the performance of work on board ships
5. Be familiar with Danish Maritime Authority’s Order on substances and materials used on board ships.

In addition, the trainee must obtain skills as prescribed in the training programme for working environment training for members of safety groups etc., cf. the present Order on working environment training for members of the safety group in merchant vessels.

The Seamen’s Act, police authority etc.
After having completed the training, the trainee must be able to:

1. Apply the provisions in the Seamen’s Act regarding contract of employment (collective agreement), duty on board the ship, disputes concerning contract of service and penalty clauses,
    1.1. for persons, who are to be acknowledged in accordance with STCW II/3 (coastal skipper) the taxonomy is changed from be able to apply to be familiar with,
2. Understand the master’s police authority so that he/she may apply this knowledge and solve tasks in this regard on a judicial basis,
    2.1. for persons, who are to be acknowledged in accordance with STCW II/3 (coastal skipper), no. 2 is omitted,
3. Be familiar with acts and orders on safety at sea and be able to apply the notices from the Danish Maritime Authority, including:
– The Merchant Shipping (Masters’ and Seamen’s) Act
– Danish Maritime Authority Order on instruction of seafarers when signing on a ship
– Technical Regulations the Danish Maritime Authority on Safety Activities on Board Merchant Ships
– Technical Regulations on The Performance of Work on Board Ship
– Danish Maritime Authority on Substances and Materials Used on Board Ships
– Act on Safety of Life at Sea (Chapter 4 and 12)
4. Extract of the Danish Merchant Shipping Act concerning Maritime Declarations
5. Be familiar with maritime security,
6. Be familiar with:
     6.1. Act on Danish Parliamentary Election (extracts)
     6.2. Act on Danish Municipal and Regional Elections (extracts)
6.3. Act on the Election of the Danish Representatives for the European Parliament (extracts)
6.4. Guidance on postal voting on Danish ships in engaged in international voyages and Danish off-shore
installations
6. Decide the need for a maritime enquiry and know how to report such an enquiry,
7. Handle the interests of the crew, the ship and the shipowner as well as the ship’s administrative obligations,
8. Plan and organize the administrative obligations as regards the crew, contracts and collective agreements.
